- Heat the oven to 350°F and place liners in two cupcake pans to make 24 cupcakes.
- In a medium bowl, whisk together the sugar, flour, cocoa powder, salt, and baking powder.
- In a large measuring cup, combine the vegetable oil, eggs, and vanilla, and mix with a fork until smooth.
- Pour the wet mixture into the dry ingredients and stir with a spatula just until incorporated. Set aside.
- In another large bowl, prepare the white cake mix according to package directions, then add orange food coloring to achieve the desired shade.
- Drop about 2 teaspoons (using a small cookie scoop) of brownie batter into the bottom of each liner.
- Top each with roughly 1.5 tablespoons (using a medium cookie scoop) of orange cake batter.
- Bake for 15 to 20 minutes, or until a toothpick inserted into the center comes out clean.
