  1. Pour the milk into a medium saucepan, then sprinkle the unflavored gelatin over the top. Allow it to sit for 5 minutes to soften.
  2. Place the saucepan over medium-low heat and whisk often. Within a few minutes, the gelatin should be fully dissolved.
  3. While the saucepan is still on the stove, stir in the sugar and heavy cream. Continue heating until the mixture is very hot (but not boiling or simmering) and the sugar has completely dissolved.
  4. Once the sugar is dissolved, take the saucepan off the heat and mix in the vanilla extract.
  5. Let the mixture cool briefly. Meanwhile, lightly spray silicone molds with non-stick oil and set them on a cookie sheet to make moving them easier.
  6. Place one Lifesaver gummy into each mold, writing-side up, and press it down to the bottom.
  7. Pour the panna cotta liquid into each mold, filling them completely.
  8. Refrigerate the panna cotta for at least 5 hours, or overnight.
  9. When ready to serve, run a thin small knife around the edge of each silicone mold to release the panna cotta. Gently press each eyeball out onto a plate.
  10. If needed, use the knife to trim or scrape away any excess panna cotta from the Lifesaver iris; it should come off easily.
  11. Snip the very tips off jelly beans and place them on the Lifesaver as pupils.
  12. Combine strawberry syrup with red food coloring to create 'blood.' Drizzle this mixture over each eyeball.
