- Choose a sheet of patterned paper from the 6x6 paper pad.
- Slice the paper into two strips, each measuring 1.25 inches wide. Use a scoring tool like a Scor-Buddy to mark lines every 0.25 inches along both strips.
- Fold both scored strips into accordion pleats.
- Apply liquid adhesive to the ends of the strips to join them into a single continuous length.
- Form the joined strips into a ring and secure the ends with adhesive. Flatten the ring completely.
- Press the center of the flattened ring inward from the edges and position the Witch Hat Placecard sticker over the middle.
- Turn the rosette over and place a small amount of hot glue in the center. Press the middle together and hold until the adhesive sets.
- Gather gold pom poms and gold chenille pipe cleaners from your craft supply stash.
- Cut a 3-inch segment from one pipe cleaner to use as a tie for the treat bags. Thread one end through a hole in the cone, bend it to secure, then pass the other end through the opposite hole to form a handle.
