- Prepare or buy sugar cookies. You can make your own sugar cookies (like sour cream sugar cookies) or get pre-made ones from a store or bakery.
- Coat the cookies with green frosting. Use homemade buttercream tinted green or store-bought green frosting.
- For the hat base, take an Oreo, remove the cream filling, and dip one half in melted chocolate. Place it on wax or parchment paper.
- Fully dip a Bugles chip in chocolate and set it on top of the chocolate-dipped Oreo half. Let them both harden completely.
- Once set, position the completed witch hat onto the frosted cookie.
- To make a broom, lay a pretzel stick on the cookie alongside a piece of shredded wheat cereal to represent the broom bristles.
