- Before starting this project, check out the guide for crafting cotton candy balloons. The methods overlap significantly and will give you a great head start.
- Apply the pink spray paint to your polyester fiberfill. A perfectly even coat isn't required; leaving patches of the original white color adds to the authentic look. Let the material dry fully.
- While the stuffing dries, shape a sheet of white paper into a cone that fits comfortably over your head. Cut a red strip roughly half an inch wide and spiral it around the cone, securing it with hot glue.
- Attach the dried fiberfill to your shift dress using a hot glue gun. Apply generous amounts of adhesive to ensure the fluffy bits stay firmly in place and don't detach.
- Gather a section of the painted fiberfill and fluff it into a large, cloud-like shape for your headpiece. Glue this pouf onto a headband, then attach the paper cone to the top of it. Use bobby pins to keep the headpiece secure on your head if needed.
