  1. Disassemble the party hat and flip it inside out to create a smooth surface for painting. Secure the seam along the interior and at the base with tape. Alternatively, fashion a cone from a sheet of paper or a cereal box, then attach an elastic band to the sides.
  2. Center the hat on the paper plate and trace its outline with a pencil.
  3. Sketch a second circle approximately half an inch inward from the first line. Precision isn't required for this children's project. Pierce a small hole in the center of the plate to help guide your scissors.
  4. Carefully cut along the inner circle to remove the center section.
  5. Make cuts roughly three-quarters of an inch deep around the lower edge of the hat. Avoid cutting through the taped areas or extending above the point where the elastic band emerges.
  6. Fold each cut strip outward to form a brim.
  7. Insert the hat through the hole in the plate, trimming the plate further if needed. Ensure the elastic band hangs straight down. Secure the folded brim to the plate with tape.
  8. Apply black paint, or a mixture of dark blue and brown if black isn't available. Allow the paint to dry completely before letting children add decorations like stickers, glitter glue, feathers, or googly eyes.
