  1. Set your oven to 350°F (175°C) and coat a 9x13-inch baking pan with grease.
  2. In a large mixing bowl, stir together the brownie mix, eggs, oil, water, and vanilla extract until smooth, then fold in the semi-sweet chocolate chips.
  3. Transfer the batter into the prepared pan and level the top. Bake for 20 to 25 minutes—insert a toothpick into the middle; if it comes out clean, it's done.
  4. Take the brownies out of the oven and quickly place the marshmallows on top while still hot, arranging them evenly. Let the pan cool fully.
  5. In a microwave-safe bowl, heat the white chocolate chips in 30-second bursts, stirring after each, until melted and smooth. Drizzle or spread the melted white chocolate over the marshmallows.
  6. On each marshmallow, use the black gel icing to add two small dots for ghost eyes. Wait for everything to set, then slice into squares.
