- Set your oven to 350°F. Prepare a baking sheet by covering it with parchment paper and putting it aside.
- In a medium bowl, combine the softened butter, granulated sugar, and packed brown sugar. Use an electric mixer to beat them until the mixture is smooth and creamy.
- Beat in the eggs one at a time, making sure each is fully mixed in before adding the next.
- In a separate large bowl, whisk together the all-purpose flour, cocoa powder, salt, baking powder, and baking soda.
- Stir half of the dry ingredients into the butter-sugar mixture until just combined, then add the rest and stir until everything is moistened. The dough will be thick and sticky.
- Cover the bowl and refrigerate for 15 minutes.
- Take the dough out of the fridge. Lightly grease your hands and roll the dough into 1-inch balls, placing them 2 inches apart on the prepared baking sheet.
- Bake the cookies for 10 to 12 minutes, adjusting based on your oven. Once done, take them out and let them rest on the pan for 2 to 3 minutes.
- Use a small melon baller or your thumb to press a deep indentation in the center of each warm cookie.
- While the cookies are still warm, drop a candy melt into each indentation—it will soften immediately. Then press a candy eye onto the melted candy.
- Move the cookies to a wire rack and allow them to cool fully before serving.
