- In a stand mixer or large bowl, beat together softened butter, vegetable oil, granulated sugar, and powdered sugar on medium speed for 2 minutes.
- Add milk and eggs, then mix until fully combined.
- In another medium bowl, whisk together baking powder, cream of tartar, salt, and flour.
- Gradually add the flour mixture to the wet ingredients while beating, mixing just until combined. Avoid overmixing.
- Lightly spray a standard baking sheet with oil.
- Pour the batter onto the baking sheet and spread it evenly.
- Bake for 12–15 minutes, until a toothpick inserted in the center comes out clean.
- Let the cookie base cool for 20 minutes before frosting.
- In a stand mixer or large bowl, cream together softened butter and sour cream until smooth.
- Add vanilla extract and mix.
- Slowly add powdered sugar, beating until fully incorporated.
- Add milk 1 tablespoon at a time until the frosting reaches a pourable consistency similar to cake batter—not too runny.
- Mix in orange food coloring (3–4 drops) until evenly colored.
- Spread the frosting evenly over the cooled cookie base, then immediately sprinkle with Halloween sprinkles.
- For best results, chill the bars until ready to serve.
