- Create a tutu by following a tutorial, but only attach tulle to the back half of the waistband, leaving the front bare. Arrange the colors with brown and tan on the outer sides, transitioning to blue and green toward the center.
- From brown felt, cut a feather shape for the base. Then cut smaller 'eye' shapes from lime green, teal, and royal blue felt.
- Stitch the lime green felt piece onto the brown feather base by sewing around its perimeter. Add stitched lines radiating outward to create feather texture.
- Using a hot glue gun, attach the teal and royal blue felt pieces onto the feather.
- Lightly sew or tack the completed feathers onto a ribbon at random intervals.
- Attach the ribbon(s) to the back of the tutu skirt.
- The costume is complete!
