- Using a sewing tape measure, measure the child's waist. Transfer that measurement onto the black elastic band, mark it with a pencil, and cut the band at the mark.
- Cut two 20-inch lengths of black ribbon. Fold one piece over each end of the elastic band, pin in place, and sew securely.
- Using sharp scissors, cut the black tulle into pieces roughly 25 to 30 inches wide, varying the lengths to create a jagged edge for the tutu.
- Roll the tulle, measure, and cut into 3-inch sections. Reserve one 25- to 30-inch-wide piece of the 3-inch-wide tulle to decorate the hat.
- Fold each strip lengthwise and cut along the fold to halve them.
- Trim the ends of all strips at an angle to enhance the jagged appearance.
