- In a bowl, combine the flour, baking powder, baking soda, salt, and pumpkin pie spice with a whisk.
- Use another bowl to whisk the pumpkin, ¼ cup melted butter (cooled slightly), vanilla extract, brown sugar, milk, and eggs.
- Pour the dry mixture into the wet mixture and stir until just incorporated. Avoid overmixing.
- Lightly coat a mini muffin pan with olive oil spray.
- Use a small cookie scoop to fill each of the 24 mini muffin cups with batter.
- Bake at 350°F for 14 to 17 minutes, testing with a toothpick; it should emerge clean when done.
- Transfer the baked muffins to a wire rack.
- Mix the cinnamon and ½ cup sugar in a small bowl. In another bowl, melt the remaining ¼ cup butter in the microwave.
- While still warm, brush each muffin with melted butter using a pastry brush, then immediately roll it in the cinnamon-sugar mixture to coat entirely. Repeat for all muffins, then place them back on the wire rack to cool completely.
