- Draw a heart shape on the shiny side of the freezer paper and cut it out. Iron the paper onto the black flannel using a low-heat setting to transfer the design. Repeat this process two more times so you have three hearts total. Once the paper is removed, use hot glue to attach the fabric hearts to a red shirt.
- Fold the black flannel fabric in half along its length, then fold it in half again across the width. Lay the folded fabric flat with the folded corner facing right. Insert a pin through the folded corner and attach a measuring tape to it. Mark the desired length for the cape's bottom edge. Move the tape measure to the right of that mark and create another point. Continue adding marks in this manner until you have created a curved line that forms a semicircle. Repeat this marking process on the opposite side of the starting corner.
- Cut along the curved line you just marked to create the cape's shape. Take a salad plate and place it at the top center of the folded fabric. Trace around the plate to create a curved neckline. Cut along this traced line. Unfold the fabric to reveal the cape shape. If you prefer, use a sewing machine or serger to finish the raw edges.
- Cut two 8-inch lengths from the black satin ribbon. Position these pieces horizontally across the front of the cape, just below where the checkered ribbon will sit. Secure them in place using hot glue or by sewing them down.
- Wrap a piece of elastic around your child's waist to determine the correct length, then tie it securely. Measure from the waist down to the desired length for the skirt. Cut a piece of tulle that is twice as long as your measurement. Fold the tulle in half lengthwise. Slide the folded tulle under the elastic loop, then pull both loose ends through the loop to secure it.
