Prepare 18 cupcakes using your preferred recipe or box mix, then allow them to cool fully before you begin decorating.

On a large platter or cake board, position the 18 cupcakes to form the shape of the character's face. Check the photo for guidance—aim for a broad head with areas left for ears and eyes.

Load a piping bag with medium blue frosting fitted with a small star tip, then pipe rosettes onto every cupcake, covering the entire surface to merge them into one smooth face.

Change to light blue frosting to fill the inner ears and eyelids. Use a small offset spatula to carefully smooth these areas for a neat appearance.

With black frosting, pipe pupils into the center of each eye. Then, using a smaller star tip, pipe yellow and pink frosting in rings around the pupils to create layered irises. Finish each eye with a tiny white dot as a highlight to give the face a lively expression.
