- In a medium bowl, mix together the all-purpose flour, baking soda, cinnamon, nutmeg, and salt.
- In a large bowl, combine the granulated sugar and vegetable oil, then beat in the eggs one by one. Stir in the pumpkin puree and water until smooth.
- Gradually add the flour mixture to the wet ingredients, stirring only until no streaks of flour remain.
- Pour the batter evenly into the prepared muffin cups. Bake for 20 to 25 minutes, or until a toothpick inserted in the center comes out clean. Let the cupcakes cool completely.
