- In a large bowl, whisk together the granulated sugar, brown sugar, flour, cocoa powder, baking powder, baking soda, and salt. Make a well in the center.
- Add the eggs, vegetable oil, water, and vanilla extract into the well. Beat with a hand mixer until the batter is smooth.
- Line a muffin tin with paper liners and fill each about half to three-quarters full. This recipe makes 12 cupcakes.
- Bake at 350°F for 13 to 15 minutes, or until a toothpick inserted into the center comes out clean. Let the cupcakes cool completely before frosting.
- In a large bowl, beat the softened butter, cream cheese, and powdered sugar together until smooth.
- Mix in the vanilla extract, then add heavy cream one tablespoon at a time until the frosting reaches your desired consistency.
- Divide the frosting evenly into three bowls. Add purple food coloring to one, green to another, and orange to the third, stirring each until the color is as bold as you like.
- Pipe the colored frostings onto the cupcakes in a circular motion, starting from the outside and swirling upward to create a mountain of frosting.
- Top each cupcake with Halloween sprinkles, spider rings, or silly spooky glasses, if desired.
