- Slice each of the nine foam spheres into two equal pieces using an electric knife, giving you eighteen halves in total.
- Apply pink, yellow, and blue craft paint to the foam pieces, ensuring you color six halves of each shade. Let the paint cure completely before moving on.
- Lay the chosen white garment flat. Beginning at the neckline, use a hot-glue gun to secure the painted foam halves onto the fabric. Arrange them in horizontal rows, grouping six pieces of the same color together and spacing the bands evenly across the material.
- To finish the ensemble, fold small sections of candy dots into bow shapes and glue them onto hair barrettes using your hot-glue gun.
