  2. In a large bowl, whisk together 1 1/2 cups flour, 1/2 cup granulated sugar, 2 teaspoons baking powder, 1/2 teaspoon baking soda, 2 teaspoons pumpkin pie spice, 1 teaspoon cinnamon, and 1/2 teaspoon salt.
  3. Add 1 cup pumpkin puree, 2/3 cup evaporated milk (or regular milk), 1 whisked egg, and 1 teaspoon vanilla extract. Stir until just combined, then pour the batter into the prepared pan and spread it evenly.
  4. In a small bowl, combine 3/4 cup flour, 3/4 cup packed light brown sugar, 1 teaspoon pumpkin pie spice, and 6 tablespoons slightly melted salted butter. Mix with a fork until crumbly (use your hands if needed). Sprinkle this streusel evenly over the batter.
