- Trim the paper straws into the required lengths. For every repeating segment, prepare two straws of each specified size, with the exception of the single 4-inch piece that forms the center.
- Arrange the cut pieces to form the pennant or flag silhouette shown in the reference image.
- Attach the assembled pieces to the twine using a hot glue gun. Begin by securing the central 4-inch straw, then proceed to add the remaining sections moving outward from that midpoint.
- While applying adhesive, tilt each straw outward to create a fanned, three-dimensional effect.
- Space the individual straw flags approximately half an inch apart along the string, though you may adjust this gap to your preference. Keep adding pieces until the garland reaches your desired length.
