- First, take the child's waist measurement and reduce it by four inches to ensure the skirt fits securely. Cut a piece of wide elastic to this adjusted length, then join the ends together using a hot glue gun or by sewing them with a needle and thread.
- Decide how long you want the final tutu to be. Cut strips of tulle that are three inches wide and exactly double that desired length.
- To secure the tulle to the elastic band, align the cut edges of the fabric. Form a loop in the middle of the strip, slide it underneath the elastic, and pull both ends of the tulle through the loop to tie a tight knot.
- Keep adding more tulle strips to the waistband using the same knotting method. Alternate between the white, blue, and green shades until the skirt reaches your preferred level of volume.
- Apply hot glue to the back of the completed skirt and press a cluster of peacock feathers firmly into place.
- Make a matching hair accessory by gluing additional feathers onto a coordinating headband.
- Have your little one put on a blue top and leggings, step into the finished tutu, and finish the look with the feathered headband.
