- Take one Hershey kiss and dip its flat bottom into the orange frosting, letting the frosting come slightly up the sides of the kiss.
- Pour Halloween sprinkles into a small bowl. Dip the frosted end of the kiss into the sprinkles, then press it onto the center of the cookie's non-striped side, covering the hole. Repeat for all cookies.
