- Set your oven to 350°F (180°C). Cover a 9x13-inch baking dish with a silicone mat or parchment paper. In a bowl, whisk together all-purpose flour, baking powder, dark cocoa powder, cornstarch, and salt until well combined.
- In a separate large bowl, use a stand mixer or hand mixer to cream together softened unsalted butter, vanilla extract, dark brown sugar, and black gel food coloring (if using) until the mixture is light and fluffy.
- Add the dry ingredients to the butter mixture and fold together using a rubber or silicone spatula. Pour in the milk and continue folding until a dough forms. If the dough seems too runny, add a little more flour. Wrap the dough in plastic wrap and freeze for 5–10 minutes. Afterward, use a cookie scoop to form balls, then flatten them slightly with the back of a spoon or spatula.
- Press a few green and purple M&M candies onto the top of each dough ball. Bake for 11–12 minutes.
- As soon as the cookies come out of the oven, press additional M&Ms onto the tops. Transfer the cookies to a wire rack to cool to room temperature. Serve warm with a cold glass of milk.
