- Assemble your materials: gather plastic shopping bags and an 18-inch wire wreath form.
- Begin by threading the bags through the wreath frame from the outer ring. Pass a bag under the second wire, tuck the handles under, then wrap them beneath the center wire and pull tight. Later, trim the handles. Continue until the entire frame is covered, fluffing the bags to create puffs.
- Spray the wreath with black paint using several light coats. After it dries, avoid fluffing again so that unpainted areas remain hidden.
- Attach three 'Boo' wooden cutouts that have been painted bright orange using E-6000 glue. Finish by adding an orange bow along with purple and orange flowers.
